Salut quiltymum, the correct translation of "il y a" is "there is/there are ". In conversation of lesson 11.4, Anne says "Ils font de l'excellente cuisine et en plus tu as une ambiance formidable avec la danse et la musique". "Tu as" is used as a colloquial way to say that Eric can have (or find) a fantastic ambience. Anne could have also said "Ils font de l'excellente cuisine et en plus il ya une ambiance formidable avec la danse et la musique". I hope this helps :)
