nouns and their articles

I just wanted to clarify which noun the article is attached to if there are two nouns. In English for example, 'a packet of flour', in Deutsch, 'eine Packung Mehl'. Is the article attached to the first noun or the second? Or does 'packung' become an adjective in this case?

I'm pretty sure the article would be the first noun. For example, it's "eine Tasse Kaffee" even though coffee is masculine. The reason is that you're still referring to the cup, which happens to have coffee in it. Same goes with the packet -it is the packet that you are speaking about, which happens to have flour in it. Hope that helps!

It is right that article has the gender of the first noun. Packung is not an adjective.
