A commercial DVD cost $5-$25 on average depending on a variety of factors. Many training videos / DVDs on the other hand cost $200-$500 for a programme as short as 20 minutes!\n\nIn my view it *depends entirely on the individual product's licensing agreement*. From the material I own or manage this indicates that generally (there are always exceptions to anything - like the irregular verbs!) you can assume that commercial DVDs can be freely re-sold, but that you have to be a bit more careful about training DVDs and videos.
