The expression "¿Que se le ofrece?....would translate to "What can i offer you?"...meaning that you are at someone`s service...its a polite way of asking if someone needs any help or simply needs something (or help with). Other similar expression would be "¿Como le puedo ayudar" (How may i help you? or how can i help you?) "¿Que necesita?"(What do you need?) "¿Que quiere (desea or gusta)?" (What do you want (or desire or wish or would like)?)
