Rentner vs Pensioner

I just checked these two words with a dictionary, but I get to the same meaning. Are they interchangeable or should one of them be used in a specific situation?

In Germany, there is a slight difference between a Rentner and a Pensionär

Pensionär = retired people that have worked in the civil service sector. 
Rentner = retired people that have worked for privately/publicly owned companies.
