Sie wollte schon immer einen Hund haben

I have just seen this sentence which means “She always wanted a dog”.

Is it really necessary to add “schon” here or does it add extra emphasis on the words “always wanted”?
 

I think schon may be a modal particle her in which case it would be an intensifier.
