There are a lot of possible answers to that question. Here are the most common ones…

गर्मी है ।

garmī hai ।

It's warm.

बहुत ठंडा है ।

bahuta ṭhaṃḍā hai ।

It's cold.

आच्छा है ।

ācchā hai ।

It's nice.

बादल है ।

bādala hai ।

It's cloudy.

साफ़ है ।

sāpha़ hai ।

It's clear.

धूप है।

dhūpa hai।

It's sunny.

बहुत गर्मी है ।

bahuta garmī hai ।

It's really hot.

तूफ़ानी है ।

tūpha़ānī hai ।

It's stormy.

हवा है ।

havā hai ।

It's windy.

सर्दी है ।

sardī hai ।

It's cold.

आर्द्र है ।

ārdra hai ।

It's humid

You can use the word "bahut", very, for all of the above phrases to emphasize that it’s not just cold or warm, but very cold or very warm. For example:

बहुत सर्दी है ।

bahuta sardī hai ।

It's very cold.

बहुत गरम है ।

bahuta garama hai ।

It's very warm.

बहुत गरम है ।

When talking about rain you can use the following expressions …

बारिश हो रही है ।

For a farmer rain might be all he needs, whereas a cricket team might be hoping for a sunny day. Here are some more general answers.

मौसम खराब है ।

mausama kharāba hai ।

It's miserable weather.

मौसम अच्छा है ।

mausama acchā hai ।

It's good weather.

मौसम बुरा/खराब है ।

mausama burā/ kharāba hai ।

It's bad weather.

मौसम अच्छा / सुन्दर है ।

mausama acchā / sundara hai ।

It's beautiful weather.

मौसम बहुत गन्दा है ।

mausama bahuta gandā hai ।

It's terrible weather.
