yes you could use that but it literally means that water is falling ( which could be someone throwing water from the top :) )

Doesn't baarisa ho rahee hai literally mean "rain is being?" Is the Hindi way of saying there is the same as saying is?

baarisa ho rahee hai literally means there is rain. Could you please explain how you correlated 'ho rahi hai' with 'is being'? it could mean 'is being conducted/organised' , such as, 'waha shaadi ho rahi hai '( the wedding is going on there).
