In lesson 4.8, The Weather.

One sentence is c'e vento e piove, it is windy and raining.

Why is it not c'e vento  sta piovendo.

You are correct! In this case, since it's raining right now, you could also say "sta piovendo."

However, if you wish to say that today it will rain (so it's not raining right now but it is expected to rain) you would say "oggi piove" rather than "oggi sta piovendo."
