は ha ? wa? 

confusing to this phrase . It should be ha , but sometimes written in wa in a sentence 
?????

「は」 is pronounced "ha" except when it is used as a particle, in which case it is pronounced "wa".

So for instance, in the sentence

は は しろい です。
歯は白いです。

the first は is pronounced "ha", since it's a word, but the second one is pronounced "wa", since it's the particle.

It gets a lot easier to understand when you practice flash card sentences as well as learning some Kanji and also when you understand the sentence structure.
