Hi AR,

You would use per andare a in such a sentence:

Per andare a Roma che strada devo prendere?
What road do I have to take to go to Rome?

Come arrivare a is used in the same scenario, but it has a different translation:

Come arrivare a Roma prendendo l'autostrada?
How [can one] reach Rome by taking the highway?

Hope this helps!
