Como estas, or como está (usted) to use the polite form, is a normal way of asking someone how they are when you are the first speaker.
I think that como estas tú would be a way to ask them how they are after you have answered, "bien, gracias," or whatever else is appropriate to your condition at the moment. "¿Como estas tú?" would be the same response as "Y tú?"
You: ¿Como estas?
Me: Bien, gracias. ¿Como estas tú?

The conjugation of the verb estar makes it clear that the object of "como está" is you (familiar). So "como estás tú" simply says what is already clear from the conjugation and means the same thing while being a little bit more verbose.

Maybe it is just for emphasis. Como esta usted formal) and Como estas tu (informal). I don't know how to put the accent in tu. I can't find my codes. I only memorize 0191 which is the inverted question mark. I'll ask George to give me those codes again.

I have never heard of como estas tu. usually como estas? or como esta usted. Guess what Dan explained make more sense
