Actually Donde and esta has are both accented. Where is the bank? and the other one is (I'm guessing), where is the commissary? I think that's a place where our servicemen and their families go shopping. I think like a "Costco". Someone correct me please.

An important difference in the two sentences (actually I think they are questions...¿Dónde está el banco?...) is that banco is a masculine verb so has the masculine article el, while comisaría is a feminine noun and needs the feminine article la.
