sind or ist?

Deine Haare sind kürzer als vorher "your hair is shorter than before"

Please help me with this one. Now, why isn't the "ist" there instead of the sind? Is it acceptable to have the "ist" there instead of the "sind"?

I think it's because in German Haare is considered plural even though we treat it (hair) as singular in English.
